“THE ADMINISTRATION OF EDUCATION OF THE CITY OF ASTANA” SO ANNOUNCES A COMPETITION FOR THE EMPLOYMENT OF VACANT AND TEMPORALLY VACANT GUIDELINES:

Head of the SCTE “Nursery Garden” No. 12 “Karlygash” of the Akimat of Astana (address: Astana, Almaty region, Egemen Kazakstan newspaper, building 10), head of SCTE “Nursery Garden” No. 27 “Balausa” of the Akimat of Astana (Address: Astana city, Saryarka district, 32 Yılias Dukenuly St., head of SCTE “Nursery Garden No. 36 “Balapan” of the Akimat of Astana (address: Astana city, Saryarka, Koshke Kemengeruly St., 10), head of the State nursery and nursery school “Nursery Garden No. 40 “Kulpinay” of the Akimat of Astana (for the time of maternity leave of the main employee) (address: Astana city, Saryarka district , 28/1 Zheltoқsan St.), head of SCTE “Nursery Garden No. 75″ Balalyk Shak” of the Akimat of Astana (address: Astana, Yessil district, Almaty street, building 13.1) (official salary depending on length of service – from 82,468 tenge to 99,998 tenge).

Responsibilities: Manages the activities of the organization of preschool education and upbringing (hereinafter – PO) in accordance with regulatory legal acts. Together with the pedagogical council in the prescribed manner organizes the development and approval of work curricula, basic (varied, copyright), additional preschool educational programs, internal rules. It ensures the implementation of educational programs in accordance with the state compulsory standard of pre-school education and training, creates the necessary conditions for the safety of life and health of pupils and employees of the organization during the educational process.

Determines the management structure of the organization, solves financial, economic, scientific, methodological and other issues. Forms a contingent of pupils, provides their social protection. Promotes the activities of public pedagogical organizations and methodological associations. It provides the necessary conditions for organizing nutrition and medical services for children, strengthening and protecting the health of pupils. Manages property and funds of subsidiaries in the manner prescribed by law, submits an annual report on the income and expenditure of the founders. Provides accounting, preservation and strengthening of the educational and material base, compliance with the rules of the sanitary-hygienic regime, labor protection and safety. Carries out communication with the public, organizations, interaction with parents (persons replacing them). Carries out the selection and placement of teaching staff and support staff, develops job descriptions for employees. It creates the conditions for increasing professional skills of personnel. Carries out certification of employees in the established manner. Fluent in computer literacy, information and communication competence.

Supervises the work of the PO. Represents subsidiaries in state, public and other organizations. Provides preparation and submission of necessary reports on the activities of PO.

Must know: The Constitution of the Republic of Kazakhstan The Code  of the Republic of Kazakhstan about “Marriage and family”, Laws of the Republic of Kazakhstan on «Education», «Languages in the Republic of Kazakhstan», «Children rights in the Republic of Kazakhstan», «Anti-corruption actions», «Social and medical-pedagogical correctional support for children with disabilities» and other normative legal acts that determine the directions and prospects for the development of education, the fundamentals of pedagogy and psychology, state compulsory education standards, pedagogy and psychology, the achievements of pedagogical science and practice, the fundamentals of economics, financial and economic activity, labor law, labor protection rules and standards , safety measures and fire protection, sanitary rules and regulations, the fundamentals of pre-medical care, sanitary rules and regulations.

Qualification requirements: higher pedagogical education and length of pedagogical work in preschool organizations: at least 5 years.

The competition is held on the basis of the Law of the Republic of Kazakhstan “On Education”, Model qualification characteristics of the positions of teachers and equivalent persons approved by order of the Ministry of Education and Science of the Republic of Kazakhstan dated July 13, 2009 No. 338 and on the basis of the order of the Minister of Education and Science of the Republic of Kazakhstan No. 57 of February 21, 2012 of the year “On approval of the Rules for competitive substitution of heads of state organizations of secondary, technical and professional, post-secondary education and competitive appointment to the position of heads of state bodies ization of education, implementing comprehensive training programs of pre-school, secondary education and training programs of additional education “and Annex 2 to the order of the Minister of Education and Science of the Republic of Kazakhstan dated April 8, 2015 № 173.

Citizens who wish to participate in the competition submit the following documents to the competition committee:

1. an application for participation in the tender indicating the list of attached documents;

2. a copy of an identity document;

3. a completed personal sheet for personnel records (indicating the address of the actual place of residence and contact numbers);

4. copies of documents on education in accordance with the qualification requirements for the position;

5. a copy of a document confirming labor activity;

6. autobiography set forth in any form;

7) resume;

8) a certificate of health in the form approved by the order of the acting Minister of Health of the Republic of Kazakhstan dated November 23, 2010 No. 907 “On approval of the forms of primary medical documentation of healthcare organizations” (registered in the Register of State Registration of Normative Legal Acts No. 6697).

Copies of documents submitted for participation in the Competition shall be notarized or by the personnel service of the place of work.

Citizens can provide additional information regarding their education, work experience and professional level (copies of documents on advanced training, assignment of academic degrees and titles, recommendations, scientific publications, etc.).

Tender documents are accepted within 15 calendar days from the date of publication of the announcement of the tender. Candidates who are eligible to participate in the competition are interviewed in the prescribed manner at the state institution “The Administration of Education of Astana.”
